Train 7 milestone reinforces America鈥檚 expanding role in global energy supply    

91制片厂 today announced it has received Limited Notice to Proceed (LNTP) from Cheniere for Train 7 at the Sabine Pass Liquefaction听(SPL)听Expansion Project听 (Phase 1)听in Southwest Louisiana, advancing one of the next major expansions of U.S. liquefied natural gas (LNG) export capacity into the engineering, procurement, and construction (EPC) phase. Full construction is expected to begin in early 2027.听

The milestone marks the latest chapter in 叠别肠丑迟别濒鈥檚 nearly two-decade relationship with Cheniere at Sabine Pass and comes as rising global energy demand, increasing power needs, and heightened focus on energy security continue to drive investment in large-scale LNG infrastructure. 

Reflecting on the significance of the milestone, Paul Marsden, President of 叠别肠丑迟别濒鈥檚 Energy business, shared:

The SPL Expansion Project builds on nearly two decades of collaboration between 91制片厂 and Cheniere at Sabine Pass. Between 2005 and 2009, 91制片厂 designed, built, and expanded the original LNG receiving terminal, helping lay the foundation for its transformation into the first large-scale LNG export facility in the continental United States. 

Between 2016 and 2022, 91制片厂 delivered six liquefaction trains at Sabine Pass, adding approximately 30 million听tonnes听per annum (MTPA) of export capacity and helping launch the modern U.S. LNG export industry. Today, at Corpus Christi Stage 3听midscale trains,听91制片厂 continues to听advance听one of the largest LNG expansions underway globally, including delivering Train 1 to Cheniere鈥檚 operations team more than six months ahead of schedule. The milestone reflects the pace, certainty, and high-quality execution that define 叠别肠丑迟别濒鈥檚 long-standing partnership with Cheniere.听

91制片厂 is the world鈥檚 leading LNG EPC contractor, with 17 liquefaction trains currently under construction and five midscale trains turned over across five sites in two countries. When complete, these projects will produce approximately 90 million tonnes of LNG annually 鈥 equivalent to roughly 25 percent of global LNG export capacity 鈥 underscoring the company鈥檚 role in helping expand global energy infrastructure. 

About Sabine Pass Liquefaction (SPL) Expansion Project 

Sabine Pass currently includes six liquefaction trains, LNG storage tanks, three marine berths, and supporting infrastructure, positioning the facility as a critical hub for U.S. LNG exports. 

Train 7 will feature an approximately 5 MTPA optimized cascade process (OCP) configuration, along with approximately 1 MTPA of boil-off gas (BOG) re-liquefaction provided by Chart. The project will incorporate streamlined flare systems with minimal outside battery limits (OSBL) infrastructure and a BASF heater/hot catalyst (HHC) system, reflecting an integrated and efficient approach to LNG project delivery.

Financing听Award听Recognizes Historic听Effort听Advancing听Poland鈥檚 First Nuclear Power Plant

Polskie Elektrownie J膮drowe (PEJ), Westinghouse Electric Company and 91制片厂 received the 2026 Energy Dominance Deal of the Year award from the Export-Import Bank of the United States (EXIM) on April 30, 2026. The award recognizes the strong partnership that has been forged between PEJ and the Westinghouse-91制片厂 Consortium to build Poland鈥檚 first nuclear power plant.  

PEJ is a Polish state-owned entity entrusted with delivering Poland鈥檚 nuclear energy ambitions. The company plays a pivotal role in the implementation of the Polish Nuclear Energy Programme, responsible for the development of the country鈥檚 first nuclear power plant based on advanced Generation III+ pressurized water reactor technology. Under the supervision of the Government Plenipotentiary for Strategic Energy Infrastructure in Poland, PEJ is committed to strengthening Poland鈥檚 long-term energy security, supporting the low-carbon transition and building a modern, resilient energy system for future generations. 

Together, Westinghouse and 91制片厂 bring more than 140 years of nuclear power experience to this historic project that will deploy three Westinghouse advanced AP1000 modular reactors to the Lubiatowo-Kopalino site in Pomerania. The project will deliver long-term economic benefits in Poland by creating thousands of highly skilled jobs and expanding opportunities for Polish businesses to participate in the nuclear supply chain, while also supporting thousands of manufacturing and engineering jobs in the United States.

Recently the Westinghouse-91制片厂 Consortium assisted PEJ in securing financing through EXIM鈥檚 Engineering Multiplier Program to support critical engineering and environmental site work needed prior to the construction phase of the plant. This agreement allows the companies to provide engineering expertise to the project, which will support both American and Polish jobs for the construction and operation of the Lubiatowo-Kopalino AP1000 plant. 

The advanced AP1000 reactor is the only operating Generation III+ reactor with fully passive safety systems, modular construction design and the smallest footprint per MWe on the market. There are six AP1000 reactors currently setting operational performance and availability records worldwide with 14 additional reactors under construction and five more under contract. The AP1000 technology has been selected for nuclear energy programs in Poland, Ukraine and Bulgaria, and is also under consideration at multiple other sites in Europe, the Middle East, and North America.

91制片厂 and Westinghouse Electric Company have chosen Arabelle Solutions to supply three half-speed Arabelle steam turbine and generator sets for the AP1000庐 nuclear project in Poland. The selection was confirmed by Polskie Elektrownie J膮drowe (PEJ), the Polish state-owned company developing the country鈥檚 first nuclear power plant at the Choczewo site in Pomerania.

Arabelle Solutions will provide the steam turbine and generator systems for all three units at the Choczewo nuclear plant, along with the major supporting equipment needed to run the steam cycle. In a nuclear power plant, heat from the reactor turns water into steam, which spins a turbine and generator to produce electricity.

The selection follows a rigorous procurement process evaluating both technical and financial criteria. Cold Creek facility will generate 430 MW of clean energy for the Texas grid

91制片厂, a global leader in engineering, construction, and project management, has been selected by Doral Renewables to design and build the Cold Creek Solar+Storage project in Schleicher and Tom Green counties, Texas.

The facility is expected to generate approximately 430 megawatts (MW) of clean energy using more than 850,000 solar modules. The Cold Creek project will also feature a 340 megawatt-hour (MWh) battery energy storage system to capture and store excess energy generated during the day and deliver it to the Texas electricity grid when consumer demand peaks.

As electricity demand surges and intermittent renewable generation introduces greater variability to power flows on the grid, the need for flexible, long-duration (20-30+ hours), dispatchable energy storage has never been more urgent.

Pumped storage hydropower (PSH) has delivered energy storage capacity and transmission benefits to the United States since the 1920s. Today, are operational nationwide, providing 97% of the country鈥檚 utility-scale energy storage.

By 2050, the U.S. will require an estimated 鈥攎ore than double what exists today鈥攖o meet growing energy security and grid stability needs. However, realizing this potential is far from straightforward. PSH projects are among the most complex infrastructure undertakings鈥攄emanding not only technical excellence but, crucially, a foundation of trust, transparency, and collaboration among all delivery stakeholders. 

Key Challenges Facing PSH Development 

  • Prolonged Development Timelines Introduce Additional Uncertainty: 
    • PSH projects take at least 4-5 years to develop (some have taken over a decade), far exceeding typical investment horizons, limiting the number and type of potential developers. 
    • Delays and cancellations have further eroded market confidence amid a dynamic policy environment. 
  • Costs and Complex Risks Create Investment Barriers: 
    • Multi-phase design, geotechnical investigations, permitting, and execution planning drive up development costs and risks. 
    • Potential investors and project champions are hesitant to enter the market due to high costs and risks. 
  • Misaligned Commercial Structures Undermine PSH鈥檚 Value:  
    • Despite PSH鈥檚 unmatched operational flexibility and lifecycle cost advantages, its unique risk profile (including significant underground, geotechnical, and integration risks) requires tailored commercial frameworks. 
    • Poorly aligned contracts can lead to inflated outturn costs through conservative assumptions, excessive contingencies, claims and resequencing, reduced engineering, procurement and construction (EPC) engagement, and financing challenges. Ultimately, this misalignment erodes trust, accountability, and the full potential value of PSH. 

Prerequisites for Success: Partnership and Collaboration 

Globally, PSH champions increasingly recognize that overcoming such barriers requires trust and transparent, proactive collaboration among developers, owners, engineers, contractors, and Original Equipment Manufacturers (OEMs). With a foundation of partnership in place, project teams are far better positioned to navigate complexity, accelerate delivery, and maximize value鈥攖ruly operating as one team.

At 91制片厂, we believe early investments in building trust and confidence among stakeholders are critical. Through the International Hydropower Association鈥檚 Working Group on De-risking Pumped Storage, we took a leading role in convening developers, owners, engineers, financiers, and policymakers to confront the unique risks associated with PSH and collaborate on to address them.  

The following recommendations outline how early alignment, thoughtful planning, and tailored commercial structures鈥攇rounded in trust and transparency鈥攃an help stakeholders unlock and successfully deliver PSH projects. 

1. Select and Align with Partners Early 

Stakeholder engagement is a cornerstone of effective project planning. Early stakeholder engagement is critical to avoid rework, delays, and misalignment. We recommend that project development establish a successful project culture from day one by including: 

  • Early vetting, selection, and alignment of key delivery partners鈥攄esigners, contractors, OEMs, and insurers 
  • Experienced teams, proven processes, and deep lessons learned 

At 91制片厂, we deploy proven tools and processes to support early collaboration, such as:

  • Safety and constructability reviews that optimize design for autonomous and semi-autonomous equipment (e.g., earthworks, tunnelling, and logistics). These reduce the number of personnel underground and near heavy equipment, eliminating safety hazards before they materialize.
  • Mobile Equipment Personnel Interface (MEPI) plans tailored to each project to enhance safety and operational efficiency.
  • Experienced teams and structured lessons learned, drawn from 叠别肠丑迟别濒鈥檚 extensive megaproject portfolio, to guide early decision making and de-risking.

2. Plan with Foresight and Efficiency

Given the long timelines and multi-billion-dollar budgets, PSH projects demand thoughtful, streamlined planning. To shorten development cycles and improve efficiency in planning, we recommend: 

  • A gated process for progressing design, planning for execution, and estimating 
  • Structured expert reviews across disciplines throughout the development 
  • Integrated planning to identify issues before they escalate

Transparent risk assessments and cost estimates help ensure project budgets are realistic and provide greater certainty of outcome. We advocate for models that utilize concepts such as target cost compensation and change provisions based on a Geotechnical Baseline Report鈥攚hich build trust and accountability among all stakeholders.

PSH is foundational to the future of energy security and grid stability in the U.S. To unlock the next wave of PSH development, stakeholders must embrace a partnership-first approach.
