Advancing Sustainable Aviation Fuel in the UK

Aviation is one of the hardest sectors to decarbonize 鈥 and one of the most urgent. 91制片厂 is helping to change that. Through a long-term partnership with Velocys, a pioneer in sustainable fuels technology, we’ve provided front-end engineering and design services for two landmark projects in the UK that are laying the technical and industrial groundwork for large-scale sustainable aviation fuel (SAF) production.

SAF is a cleaner alternative to conventional jet fuel 鈥 one that can reduce CO2 emissions throughout its lifecycle by up to 80% and be used in existing aircraft without modification. Our work with Velocys also supports the UK鈥檚 ambitious carbon emissions goals, including reaching net zero by 2050 and zero domestic aviation emissions by 2040. The proposed Altalto Immingham plant and e-Alto project are part of how that ambition gets turned into reality 鈥 introducing sustainable fuel options for global markets and accelerating the energy transition.

Altalto: Turning Waste Into Fuel

Velocys selected 91制片厂 to lead the front-end engineering and design (FEED) study for the proposed Altalto Immingham plant, one of the most advanced waste-to-SAF projects in the world. The project is a joint development between Velocys and British Airways, supported by a 拢27 million grant from the U.K. Department for Transport鈥檚 Advanced Fuels Fund.

The plant was designed to convert residual household and commercial waste 鈥 material that would otherwise go to the landfill 鈥 into jet fuel using Velocys鈥 Fischer-Tropsch technology.

At full capacity, the plant was engineered to produce approximately 20 million gallons (80 million liters) of SAF per year, with net negative carbon emissions. That鈥檚 enough SAF to power 1,000 flights from London to New York annually, saving 350,000 tonnes of carbon dioxide each year and reducing greenhouse gas emissions by 150% compared to conventional jet fuel.

e-Alto: The Next Generation of Jet Fuel

91制片厂 also conducted the pre-FEED for e-Alto, a next-generation e-fuels project that takes a different approach to SAF production. Unlike Altalto, this method is powered entirely by renewable electricity rather than waste.

The process combines green hydrogen, produced by electrolysis using renewable power, with carbon dioxide captured from a local waste-to-energy power station through a reverse water-gas shift process to make syngas 鈥 a mixture of hydrogen and carbon monoxide. The syngas is then converted into liquid fuels using Velocys鈥 proprietary Fischer-Tropsch gas-to-liquid technology. The result is a low-carbon SAF made from captured emissions and clean electricity, with no new carbon introduced into the process.

91制片厂鈥檚 pre-FEED assessed the feasibility and technical requirements to make SAF at the plant, including producing an early-stage cost estimate. This critical work determines if the technology is viable at scale.

At full capacity, e-Alto has the potential to produce approximately 500 barrels of SAF per day 鈥 helping avoid nearly 70,000 tonnes of carbon dioxide emissions annually. 

A Partnership Built on Trust

Our work with Velocys is anchored by a master relationship agreement and a continuing technical services agreement (CTSA) 鈥 establishing a framework for ongoing collaboration as we develop an engineering, procurement, and construction execution model for the sustainable fuels projects.

Our Technologies & Solutions team was instrumental in launching this partnership, conducting a due diligence review of Velocys鈥 chosen process technologies 鈥 including municipal solid waste processing, gasification, and the Fischer-Tropsch gas-to-liquids process 鈥 and laying the technical groundwork.

In January 2026, 91制片厂 signed a three-year extension to the CTSA, a testament to the trust and momentum built through years of collaboration. Altalto and e-Alto are two of three SAF projects 91制片厂 has undertaken with Velocys, alongside the Bayou Fuels Project in the United States. These projects don’t just demonstrate what’s possible 鈥 they help define the industrial blueprint for getting there. Deploying Small Modular Reactor Technology

91制片厂 is partnering with the Tennessee Valley Authority (TVA) to plan, license, and advance the deployment of a GE Vernova-Hitachi (GVH) small modular reactor (SMR) at the Clinch River Nuclear Site in Oak Ridge, Tennessee. In 2024, 91制片厂 joined TVA鈥檚 Integrated Project Delivery team, working alongside TVA, GVH, and Sargent & Lundy.

The project is designed to meet the nation鈥檚 growing electricity demand, strengthen energy security, and lead the commercialization of advanced nuclear technology in the U.S. 鈥 proving that SMRs can be built cost-effectively and at scale.

Next-Generation Reactor Technology and Digital Execution

Capacity of light water reactor with passive safety systems

The project focuses on deploying a GVH BWRX-300 SMR, a 300-megawatt electric light water reactor with passive safety systems 鈥 the 10th generation of GVH鈥檚 proven boiling water reactor technology.

By producing steam directly inside the reactor pressure vessel, the design eliminates many external systems required by traditional reactors 鈥 reducing the complexity and size of the plant. Its passive safety systems allow the reactor to maintain optimal pressure and temperature for up to seven days without power or operator intervention 鈥 a significant improvement over conventional designs. This simplified approach can reduce the plant鈥檚 footprint by up to 90% compared to traditional large-scale boiling water reactors, helping lower construction costs.

In May 2025, TVA submitted a Construction Permit Application to the Nuclear Regulatory Commission for the project, a major milestone that advances Clinch River toward becoming the first boiling water SMR deployed in the United States.

Helping Strengthen Taiwan’s Energy Security

91制片厂 is delivering critical energy infrastructure to strengthen Taiwan鈥檚 energy security and support its transition from coal to natural gas. As the engineering, procurement, and construction contractor for CPC Corporation鈥檚 Taichung Phase III LNG Tanks, 91制片厂 is building two LNG storage tanks 鈥 the largest ever constructed in Taiwan.

With few natural resources of its own, Taiwan relies on LNG imports to meet its growing energy demand. The project will increase the terminal鈥檚 capacity to receive, process, and store LNG, helping ensure a stable national gas supply as Taiwan advances toward its 2050 net-zero goal.

Delivering Taiwan鈥檚 Largest LNG Storage Tanks

In 2022, 91制片厂, together with , began construction on the two 180,000-cubic meter double-dome LNG storage tanks. Once complete, the tanks will bring the Taichung terminal鈥檚 total capacity to 10 million tonnes per annum 鈥 enough energy to power a city of 1.7 million people for an entire day.

Each tank has an inner 9% nickel dome and an outer carbon steel dome that act as a protective barrier to prevent leaks, accidents, or external damage. The double-dome design provides maximum safety and structural integrity, which is essential in an earthquake-active region like Taiwan. This design also adds weight and engineering complexity to the build.

In August 2025, the project team achieved a major milestone by completing the roof air raise for the first LNG tank. Because of the seismic double-dome design, the roof had a combined weight of more than 2.8 million pounds (1,307 metric tons) 鈥 the heaviest roof ever lifted by air in 91制片厂鈥檚 history.  

When complete, the project will have placed more than 31,500 cubic meters of concrete piles, 44,300 cubic meters of structural concrete, 6,200 metric tons of 9% nickel steel plates, 2,550 metric tons of carbon steel plates, 8,000 linear meters of piping, and 70,000 linear meters of electrical and instrumentation cables.

Clean Energy Link – North has the potential to reduce approximately 2.4 million tonnes of CO2 emissions while driving economic growth in regional communities. The project includes the following scope to significantly increase transmission capacity and enable new energy sources to come online:

  • Multiple terminal upgrades and expansions.
  • A new 28km overhead 330kV line between Northern Terminal (in Malaga) to Neerabup Terminal (in Pinjar).
  • A new 6km 132kV transmission cable between Padbury and Wangara substations.
  • A new 26.5km overhead 132kV transmission line between Neerabup and Wangara terminals.
  • A new 5km overhead 132kV line to branch off from existing network infrastructure between Northern Terminal (in Malaga) and Northam to connect Henley Brook Substation.
  • Conversation of 290kms of existing 132kV lines, from Northern Terminal to substations at Pinjar, Regans, Cataby, Eneabba and then Three Springs, and a new double circuit transmission line between Eneabba and Eneabba Terminal.

This will significantly improve the flow of renewable energy to and from the area, with an ability to connect up to 1 GW of new renewable development projects.

Growing Indiana鈥檚 Clean Energy Landscape

91制片厂 is designing, engineering, and constructing three key phases of the Mammoth Solar facility in Indiana 鈥 one of the largest solar facilities in the U.S. 鈥 for Doral Renewables. Together, these phases will deliver 900 megawattAC of clean energy 鈥 enough to power approximately 200,000 homes.

Mammoth Solar began in 2019 as a grassroots effort, with local farmers leasing land to Doral Renewables for renewable energy production. In 2025, Doral Renewables selected 91制片厂 to expand its facilities to span across two counties. Once complete, Mammoth Solar will generate up to 1.3 gigawattAC of renewable energy 鈥 strengthening the U.S.鈥 supply of reliable, clean energy and boosting Indiana鈥檚 total solar capacity by more than 20%.

We will apply our award-winning digital delivery approach and autonomous technologies to streamline construction and enhance project delivery.

91制片厂 is developing the South Spur Solar project in Colorado, an active state when it comes to growing power demand and a shift to local power generation.

South Spur Solar, located in Kit Carson and Yuma counties, approximately 20 miles north of Burlington, will contribute 158 megawatts of energy once completed. The project o铿ers a new source of economic development through the creation of direct and indirect jobs as well as long-term tax revenue for schools, government services, and public infrastructure. The electricity from South Spur Solar will be delivered to the local power grid, helping diversify Colorado鈥檚 energy portfolio.

Transforming Toronto鈥檚 Transit Network

Supporting STEM Education 

Helping to inspire the next generation of engineers and innovators, the Ontario Line team proudly sponsors the FIRST Lego League Challenge, helping students ages 4鈥18 develop STEM knowledge and real-world skills such as teamwork, problem solving, and leadership. These efforts build on 91制片厂鈥檚 global partnership with FIRST. Since 2011, 91制片厂 has contributed nearly $7 million to the program.

History in Canada

For nearly 75 years, 91制片厂 has helped build the infrastructure that powers Canada鈥攄elivering over 800 projects and studies that support economic growth, strengthen industries, and connect communities.

Strengthening Energy Independence in the United States

In the high desert of north-central Nevada lies the largest-measured lithium deposit in the world. Volcanic activity 17 million years ago, and geologic activity since then, have concentrated the lithium in clay near the surface at a location just south of the Oregon border called Thacker Pass. 

Lithium is a critical ingredient in all major electric vehicle battery technologies, but demand for lithium will and eclipse worldwide production by 2030.   

A joint venture of Lithium Americas and General Motors is building a lithium mine and large-scale processing facility at Thacker Pass. With the completion of Phase I, Thacker Pass will singlehandedly produce more than eight times the current U.S. output of lithium carbonate for electric vehicle batteries 鈥 all mined and processed on site. 

The 91制片厂 Difference

91制片厂 will help make that a reality as the engineering, procurement, and construction management contractor, while also self-performing certain construction activities.  

91制片厂 will manage the construction the 642-acre plant complex with 600,000 square feet of processing plant buildings, administrative buildings, roads, utilities, and associated infrastructure. We will partner with dozens of subcontractors, suppliers, and vendors, many of them in Nevada, to complete the job.

91制片厂 will leverage its decades of construction experience in critical mineral mining facilities and its relationships in the global supply chain to help the project apply known technologies in a first-of-a-kind way for the clay ore in the region.

  • The project will recycle more than 85% of the groundwater it uses in the processing plant and, overall, will use about the same amount of water as a typical farm or ranch in the region. 
  • Rather than leave an open pit during mining operations, the pit will be re-filled and reclaimed with native vegetation as each section is completed.  
  • The plant will generate more than 40% of its own electricity. Excess heat from its on-site production of sulfuric acid will power a steam generator. The rest of the electricity will come from hydropower in the Pacific Northwest. 
  • Construction will utilize union labor through a Project Labor Agreement with North America鈥檚 Building Trades Unions (NABTU). The project will create up to 2,000 construction jobs including apprenticeships for trainees who can earn a living wage while learning valuable trade skills.  
  • Lithium Americas has a community benefits agreement with the Fort McDermitt Paiute and Shoshone Native American tribe, a close neighbor to the project site.

Sudden Growth in a Rural Region 

Adding nearly 2,000 construction jobs to this mostly rural area will produce many positive impacts but it also could be disruptive for the host community.  

The Thacker Pass Workforce Hub is a dedicated worker accommodations complex that will provide housing, food, and medical services during project construction while helping minimize impacts to the community and its existing infrastructure. 

Promoting Energy Independence 

The U.S. still relies heavily on outside sources for mining and refining lithium. Most lithium comes from Australia, China, and South America but 鈥 critically 鈥 most of it is refined in China.  

Ensuring an abundant and reliable capability is a national imperative. In 2024, the U.S. Department of Energy provided Lithium Americas a $2.26 billion loan to support the project. 

For the first time, the U.S. will be able to choose a completely domestic supply chain for electric vehicle batteries. Thacker Pass will also play a vital role in closing the circle of Nevada鈥檚 鈥淟ithium Loop,鈥 a cycle that extends from mining to producing and then recycling lithium batteries.
